Job Postpone Interval Limit
The postpone limit function is a combination of the settings (which are global) and some new user rights in the 'Jobs Done' user right set.
The percentage set in the settings refers to the percentage of the interval for whichever job it is that you're trying to postpone.
So for example:
If the percentage is set to 15% for a normal job which has an interval of 20 days, then the user will only be allowed to postpone it by anything up to 3 days each time they try to postpone it. There is no limit to how many times a user can postpone a job (but each time they do postpone everything is recorded in the job history record that is created). Postponing to a job list is not affected by this function at all (regardless of what date is set for the job list)
The setting of user rights determines whether users are restricted by the set percentage or not for each job type (normal, critical, class)
If a user has the normal Postpone Jobs, PostponeClassJobs or PostponeCriticalJobs - the user will have no restrictions on postponing the relevant job type (regardless if the relative 'PostponeToLimit' user right is given).
So, for example, if I wanted users to able to postpone normal jobs as much as they want, but restrict the postponing on critical and class jobs, I would set the user rights to the variation shown below
Whereas, if I wanted to restrict all postponing to the set limits, I would set it to this
